Eurociett Managing Director Denis Pennel acted as a speaker during a conference organised by the Turkish Central Employers Organisation (TISK) on temporary agency work (TAW). Held on January 25th in Ankara, the conference gathered around 200 participants and debated what the content of appropriate regulation on temporary agency work in Turkey should be.
To date, no specific legal framework regulates TAW, leading to malpractices and legal insecurity. OIBD, the association of private employment services in Turkey (a member of Eurociett) has been calling for several years for proper regulation to be adopted. The Turkish government has drafted a new legislative proposal, that would allow temporary work agencies to operate in a safe environment (including the introduction of a licensing system to be established, and adequate conditions to provide services).
Along with TISK, Eurociett and OIBD are now calling the Turkish government to pass the draft law as soon as possible. This would allow TAW to create more work opportunities for more people and increase labour participation by reducing undeclared work.
